The U.S. Census Bureau is in a unique position to produce data on the social and economic effects of COVID-19 on American households and small businesses. Based on responses collected July 2 through July 7, the Household Pulse Survey estimates that during the COVID-19 pandemic: 49.9% of American adults live in households which have experienced a loss in employment income; 34.9% of American adults expect to experience a loss in employment income; 10.8% of Americans lived in households where there was either sometimes or often not enough to eat in the previous seven days; 40.1% of adults had delayed getting medical care in the previous four weeks; 24.5% of respondents reported having little interest or pleasure in doing things more than half the days/nearly every day last week; 22.7% of respondents reported feeling down more than half the days/nearly every day last week; 32.3% of respondents reported feeling anxious or nervous more than half the days/nearly every day last week; on average, households spent $214.19 a week to buy food at supermarkets, grocery stores, online, and other places to be prepared and eaten at home; 25.3% of adults either missed last month’s rent or mortgage payment, or had slight or no confidence that their household could make the next payment on time.



USDA will offer a webinar Tuesday, July 28 at 2:30 p.m. central time to outline support options for small scale processing. USDA’s Rural Development offers loans, grants, and loan guarantees to assist small and very small meat processors, and USDA’s Food Safety and Inspection Service provides inspection services that broaden the marketplace for processors who are looking for more retail and commercial outlets. Join Under Secretary for Food Safety Mindy Brashears and Deputy Under Secretary for Rural Development Bette Brand to learn how these opportunities and programs work together to support small scale meat processing. Programs to be featured include Business and Industry (B&I) Loan Guarantee Program, B&I CARES Act Program, Renewable Energy and Energy Efficiency Loan and Grant Program (REAP), REAP Energy Audit and Renewable Energy Development Assistance Grants, Value-Added Producer Grants Program, Rural Microentrepreneur Assistance Program, Rural Economic Development Loan and Grant Program, Intermediary Relending Program, Federal and State Inspection Programs. The webinar will include funding for small scale processing, how to get a federal grant of inspection, and state and custom exempt inspection programs.



The Police Training Institute at the University of Illinois offers classes such as Policing in Multiracial Society, LGBTQ Ally Training, and Wrongful Conviction Awareness and Prevention, and training in control and arrest tactics, and non-escalation and de-escalation scenarios. According to Michael Schlosser, Director, policing agencies need to hire the right people, hold them accountable and get rid of those who violate the ethical code expected of police officers. Schlosser said, “We need to make sure that officers who violate this code don’t have the opportunity to be hired by any other law enforcement agency. So much training is needed, and it must be continuous throughout a police officer’s career. Officers need to learn how to de-escalate situations and to be aware of their own implicit biases. They need to take the time to develop cultural competency with regard to the communities they serve. They ought to learn about historical issues involving the intersection of police and race. They also should be thoroughly invested in community policing. I don’t want to see funds taken away from police agencies. But I do want to see a lot more funding going to organizations and professionals that can take on some of the roles police officers have had to do every day for years. Professional social workers, counselors, psychologists and medical personnel have the expertise and can follow up on many of the issues our citizens are experiencing.”



Dr. Robert L. Elliott, Co-founder of ERA Solutions Group, will present Public Service Motivation (PSM) in the Illinois Extension Local Government Education webinar series on August 6 at noon. Elliott will cover employee performance and reasons to take PSM into account in human resource actions and professional development. Elliott has experience across public safety, higher education, military, and emergency management. He obtained his DPA in Public Administration from the University of Illinois at Springfield. His dissertation research involved determining the relationship between PSM and both in-role and extra-role employee performance behaviors of a large police agency. Further analysis considered implications of organization commitment, person-organization fit, and prior military service. He co-founded ERA Solutions Group, a veteran owned business specializing in public-sector employee assessment. Results inform clients on both demographic trends and how employee perceptions affect important areas related to recruiting and retention.
