Illinois Extension will host a webinar at Noon CT today, October 23, for the Department of Commerce and Economic Opportunity’s Illinois Office of Broadband. Matt Schmit, Deputy Director for Broadband, will provide information about the recently announced Connect Illinois Broadband Grant Round 2. He will explain the Notice of Funding Opportunity for funding round 2 and supplemental information about the grant program. Schmit will answer participant questions during a discussion following his presentation. According to EarthSky, the full moon of October 31, 2020, is the second full moon of a calendar month and therefore carries the name Blue Moon. Because calendar months and lunar months are not equal, the discordance between the two creates a calendar oddity known as the Blue Moon. Every 19 years, the phases of the moon recur on (or near) the same calendar dates. Looking 19 years into the future, the second full moon in October 2039 falls on Halloween (October 31, 2039). So, this Halloween Blue Moon is the last full moon to fall on Halloween until October 31, 2039. Not only is there a Blue Moon this Halloween, but bright red Mars – now just past its closest approach to Earth in two years – will appear in the sky near the full moon.

 

 
 
 
 

"Stronger Together: Building an Energy Efficiency Workforce," a virtual summit sponsored by the Ameren Illinois Energy Efficiency Program and the Smart Energy Design Assistance Center (SEDAC) will explore how to work together to build a strong and diverse energy efficiency workforce in Illinois. Energy efficiency employers, job seekers, job trainers, service providers, and workforce coordinators are invited to attend. At the summit, we will share our vision for a dynamic, diverse workforce and discuss ways we can work together to make this vision a reality. We seek your feedback about how we can drive more job seekers to the energy efficiency workforce. On Thursday, October 29 at Noon CT, Illinois Extension will host a local government education webinar, Budget Structures, Taxes, and Strategies (with findings from the Volcker Alliance State Budgeting Study)Dr. Awri Kriz, University of Illinois Springfield Research Scholar with Illinois Institute for Public Finance, will present municipal budget data from the State Comptroller’s local government data warehouse from 2010 to 2019. Dr. Kriz will address financial condition, debt levels, and revenue and expenditure structures, and will explain how to balance municipal budgets using city profiles and literature. Dr. Yonghong Wu, Professor of Public Administration at the University of Illinois Chicago, will discuss how municipal property and sales taxes will be affected by the pandemic, explore the volatility of property and sales taxes during the Great Recession of 2007-2009, and discuss how the two broad-based taxes are likely to perform during and after the current pandemic. Dr. Beverly Bunch, Professor of Public Administration at University of Illinois Springfield, will describe the Volcker Alliance’s Truth and Integrity in State Budgeting study and discuss how the study may provide useful strategies for local governments facing fiscal challenges.
